Tools give bonusses to their respective skills. Pickaxes give effective mining levels, Hatchets give effective foraging levels and hoe's give effective farming levels when determining your plant yield.
Tool materials
The tool's material determines the boost towards the skill. Augmenting an tool gives bonusses also dependend on the tool's augmented level.
