An Inert Heat Stone is a crafting material used to create a 
Charged Heat Stone.
Acquisition
Inert Heat Stones can be purchased from the General Shop for 50,000 Gold or at the Marketplace.
They are also a byproduct of 
Smithing while wearing gear with the Refining enchantment.
