Core fragments are a rare drop from high level Smithing in forge 3.

Core fragments can only be obtained by using the Refining enchantment. You can increase your chances by:

Increasing the intensity you are smithing at and using the Metallurgy enchantment,
Smithing higher tier bars such as Stygian Bars or Chaotic Crystals,
Increasing your refining level by Enchanting your boots or gloves with the Refining enchantment (the same enchantment put on different pieces of gear do not stack),
Picking smithing talents,
Making use of global buffs or buff stacks.
