Overly Well Done grants the player an increased chance to burn food and a reduced burn XP penalty (caps at no penalty) while cooking by 20%.

At level five, your chance to successfully cook is reduced by 100%, not reduced to 0%, so you still have a chance to cook the food successfully if your Cooking level is high enough or you have enough levels of Cooking (Enchantment). This also means that Overly Well Done can still be effective at levels over five, although you won't get any more XP than the recipe would offer if you had succeeded in cooking the recipe (as the enchantment caps at no penalty).
