Rune Reserves grants the player a 33% chance to not consume runes when using abilities (resulting in 50% more ability uses for the same rune cost).
While this may seem like it would give a 66% chance at level two strength, the enchant doesn't scale linearly giving 50% chance at level 2 and a maximum of 62% at level 8.
